Boatyard
There will be significant investment in the boatyard, which is an important part of the scheme. The new Marine Centre will provide space for more than double the existing number of marine jobs. The boatyard will provide an equivalent area of open boat storage as existing.

Employment Area
It is intended to relocate most of the existing businesses on the site into new premises. More efficient use of the existing area means that the total amount of employment space can be significantly increased.

Residential Care for the Elderly
In common with many South West towns, Totnes has an ageing population and the demand for assisted but independent living for the elderly is expected to rise sharply in the next few years.

The plans therefore include a proposed Continuing Care Retirement Community (CCRC), a well-established but relatively new concept to the UK, which offers an alternative to both sheltered housing and residential care, while providing for the medical needs and individual circumstances of residents.

A preferred operator, Retirement Villages, has been identified. Their proposals include:
• Around 100 self-contained apartments designed to facilitate the independence of older people.
• A 60-bedroom care home.
• Appropriate clinical and other care, tailored to the individual’s needs.
• 24-hour staff care and support on-site.
• Communal facilities such as restaurant, lounge, health suite, library and medical centre.
• Extensive leisure facilities

New Homes
Totnes desperately needs new homes that are affordable for local people. The scheme will require market housing to help fund both the employment development and the affordable housing. A total of 180 new homes are planned for the site, half of which will be affordable for those in housing need including homes for rent and part purchase/part rent. There will be special arrangements made between the site owners and the Housing Association to ensure that these homes are truly affordable for local people.

Public Access
Baltic Wharf has very limited public access at present. There are roads and footpaths leading to the town and into the surrounding countryside but, at present, there is no public access to the riverside.

The plans would change this by:
• Creating a riverside walk open to the general public.
• Providing lively public spaces within the development with marine-related shops, cafes and restaurants.
• Improving the footpath and cycle links between the site and the rest of Totnes.
• Creating green links from the site into the surrounding countryside.
